"On October 27, he was proclaimed Governor of Cauca for the period 2020-2023, with 235,500 votes, becoming the first Afro-descendant to occupy the first dignity of the Department."
He is a Lawyer, graduated from the Free University, specializing in Administrative Law and Constitutional Law, as well as a Master's Degree in Public Management; and Diplomas in Entrepreneurship, Social Management and Conciliation.
Within his experience, before exercising his administrative experience from 1999 to 2008, he promoted community and ethno-educational processes, since he understood the importance of promoting diversity and dialogue as mechanisms for local development.
He was also a defender of social rights, mainly of the Process of Black Communities (PCN) and promoter of the Network of Women of the Municipality of Buenos Aires. On the other hand, he was a member of the Board of Directors of the Association of Municipalities of the North of Cauca-Amunorca.
The governor participated in the Land Table for black communities. In 1998, he was Director of the Transit Office in Santander de Quilichao. In 2003, he served as Secretary General in the Mayor's Office of Buenos Aires, and, in 2010, he was a municipal representative of Buenos Aires.
In the period of 2011, he was elected as Mayor of Buenos Aires, with 2,786 votes. Before becoming Governor, he was Secretary of Education and Culture of Cauca, leading the "Inclusive Cauca" strategy, in addition to serving as Manager of the Cauca Liquor Industry.
